....OFFICERS

. President 

  1. Is the official representative of the League to the community.

  2.  Presides at Board and Executive Committee meetings, General Membership meetings, and League-sponsored public meetings.

  3. Serves as a member of the Budget Committee and is an ex-officio member of all committees, except the Nominating Committee.

  4. Signs, counter-signs, or knows about all official League correspondence or statements.  Usually presents the statements but may delegate that responsibility to an appropriate person.

  5. Signs or endorses checks, drafts, and notes in the absence or disability of the Treasurer.

  6. Recommends to Board for appointment:

    1.  Education Fund Trustees

    2.  Chair of Community Advisory Board

    3.  Representatives to Community Boards

    4.  Off-Board Chairs

  7. Selects, with Chair of Community Advisory Board, other members of the Community Advisory Board.

  8. Coordinates the portfolios of the President Elect, Vice Presidents, Treasurer, and Secretary

  9. Is responsible for the management of the office and office personnel but may delegate supervision to another board member.

 

President Elect 

  1.  In the event of absence, disability, resignation or death of the President, the President Elect shall assume the office and possess all the powers and perform all the duties of that office.  Upon the resignation or death of the President, the President Elect will assume the title of President.  The President Elect shall serve until the next general election or until the elected president is able to resume duties of the office.

  2. Perform such duties as the President and Board may designate.

  3. Oversees the activities of Membership Director, F&D Director, Bylaws Committee, Nominating Committee, Volunteer Coordinator and Voter Editor.   {Top}

Vice Presidents 
and President Elect 
  1. Serve on Budget and Executive Committees

  2. Assist the President as requested and assume
    League leadership in all areas.

  3. Monitor expenditures versus income of all portfolios for which they are responsible.

  4. Meet with the portfolio holders under their jurisdiction as necessary to discuss procedures and activities for the year and report plans in advance through preboards.

... VP Community Relations  
  1.  Promotes League activities in the community.

  2. Coordinates Voter Service, Public Relations, Speakers' Bureau and Greene County Representative .

  3. Oversees KNOW YOUR TOWN, KNOW YOUR COUNTY and KNOW YOUR SCHOOL surveys.

  4. Coordinates television and radio shows.

VP Program 
  1. Coordinates Observer Corps, Study Chairs, Natural Resources Director, Action Director. Program Committee Chair and Unit Organization Director.

  2. Plans yearly program calendar with Board approval.

  3. Publishes bi-annual program book.  An update is published in the alternate year.

  4. Assumes responsibility for deadlines of national, state, and local program recommendations.

  5. Oversees program for Unit Meetings, General Membership, and Annual Meetings.

  6. Seeks program direction from members at Program Planning meeting and/or Annual Meeting.   {Top}

Secretary 
  1. Records minutes for Executive Committee, Board Meetings, General Meetings, and Annual Meeting.

  2. Writes thank-you letters to outgoing or resigning Directors and Officers, and to     others as requested.

  3. Sends a letter to persons appointed to non-League boards or committees, informing them of their appointment and term and requiring that they submit to the League Board annual reports.  Maintains a list of these appointments, terms, and receipt of reports.

 
. Treasurer 
  1. Maintains books of the General Fund, according to generally accepted accounting principles.

  2. Submits monthly and quarterly statements to the Board, comparing actual income and expenses with the related budgeted amounts.

  3. Prepares all payroll tax forms, submits payments at appropriate times, and complies with federal fiscal reporting requirements.

  4. Submits to the Treasurer of the Education Fund, on a monthly or quarterly basis, a voucher requesting reimbursement for 50% of the operating costs including the salary and payroll taxes of the office manager and assistant, plus other expenses incurred by the General Fund that are properly those of the Education Fund (e.g. postage, Hotline). The final payment shall be requested on or before the last day of the fiscal year, June 30.

  5.  Manages investments as directed by the Board of Directors.

  6. Submits quarterly PMP (per member payment) to national and state LWV.

  7. Prepares an annual financial report.

  8. Arranges for a yearly audit/review of both General and Education Funds.

  9. Every five (5) years  (commencing in 2007)  the Treasurer shall complete and file a renewal of the incorporation papers with the Ohio Secretary of State.

....DIRECTORS
Funding & Development 
  1. Administers annual finance effort, including drives, pledges and grant submissions.

  2. Enlists volunteers as needed.

  3. Updates and enlarges lists of prospective contributors.

  4. Oversees writing of finance letters and thank you letters.

  5. Keeps a permanent file of all finance drive records.

  6. Recommends a chair for phone committee to do follow-up telephone calls.

  7. Submits plans for new fund raising to Board for approval.

  8. Evaluates success of finance drive and makes recommendations to Board for improving present methods.

  9. Serves on Budget Committee.

  10. Assists President at Community Advisory Board meetings.

  11. Reports to President Elect.

Greene County 
Representative 
  1. Works on raising the awareness of League in Greene County .

  2. Works on increasing membership in Greene County .

  3. Reminds the Board to plan program that is appropriate and interesting for Greene County residents as well as Montgomery County residents.

  4. Keeps Board up-to-date on issues in Greene County that relate to League positions, as appropriate.

  5. Suggests Funding & Development contacts in Greene County to Funding & Development Director.

  6. Suggests sites in Greene County for General Meeting.

  7. Acts as an advisor to the Voter Service Director during voter service projects to assure Greene County is adequately represented in all such projects.

  8. Helps determine media contacts in Greene County .

  9. Reports to V.P. Community Relations.  {Top}

....Membership 
  1. Works to increase the number of League members, promoting member     understanding of League policies, procedures, and opportunities for participation.

  2. Receives list from office manager of all members who have not renewed their membership.  League office handles dues mailing and reminders.

  3. Recruits new members:

    1. Contacts those who may be interested in League.

    2. Supervises mailing of prospective member packet and new member packet.

    3. Solicits names of potential members from members.

    4. Contacts other community organizations for recruitment opportunities.

  4. Provides orientation for new members.

  5. Conducts training session for unit membership chairs.

  6. Conducts annual membership goal setting.

  7. Reports to President Elect.

..Natural Resources 
  1. Keeps membership abreast, through the VOTER and/or meetings of activities and issues related to natural resources and conservation.

  2. Sits on various committees and boards as the League representative, related to natural resources and conservation.

  3. Reports to V.P. Program.   {Top}

..Public Relations 
  1. Prepares a Public Relations plan at the beginning of each year, with the Community Relations Vice President, and presents the plan to the Board.  The plan should include:

    1. An opinion survey to find out how our various publics view the League.

    2. A proposal, based on the survey results, determining what part of League's image needs to be maintained and reinforced and what League must do to build the image we want.

    3. A definition, prepared in concert with the Board, of the image our League strives for.

  2. Coordinates all media coverage and acts as liaison between the media and the League.

  3. Reports to V.P. Community Relations

..Unit Organization 
  1. Organizes, directs, and coordinates League units in the Greater Dayton Area.

  2. Works with the unit and League Board to ensure that unit offices are filled.

  3. Arranges and conducts training sessions for unit chairs.

  4. Holds unit council meetings as needed to coordinate program and provide information and support.

  5. Submits monthly to VOTER editor and Public Relations Director/Chair, a list of unit meeting places, times, and discussion topics for the next month.

  6. Submits a monthly report to Board of unit happenings.

  7. Works with Membership Director to organize new units.

  8. Works with Board to strengthen existing units.

  9. Receives from unit chairs monthly reports which contain their comments on the meeting, number in attendance any sign-up sheets.

  10. Maintains current list of unit officers and notes changes in pre-boards.   {Top}

VOTER Editor 
  1. Serves as editor of the local League monthly bulletin.

  2. Collects and edits information submitted by Board members and others for the VOTER.

  3. Includes in each issue a schedule of planned League activities, announcements, and a summary of League work since the last issue.

  4. Keeps a permanent file of all Dayton VOTERs.  Two copies of the VOTER are kept on file for one year, then reduced to one copy as a permanent record.  All files are maintained in the League office.

  5. Supervises all committees necessary to publish the VOTER.  These include but are not limited to writers, typing committee, proof readers, duplicating, and mailing with delivery to the Post Office.

  6. President or designee proofreads final draft of the VOTER.

  7. Follows procedures of Editorial Board.

Voter Service 
  1. Collects and distributes non-partisan information on procedures for voter registration and the process of voting.

  2. Coordinates projects to register citizens to vote; encourages citizens to vote.

  3. Oversees the Voters Guide Editor who collects and distributes non-partisan information on candidates and issues for the primary and general election.

  4. Conducts training for unit voter service chairmen.  Trains Speakers' Bureau volunteers who present state and local ballot issues.

  5. Oversees the Coordinator of the Election Hotline in:

    1. arranging for additional telephone service for office at the general election. (League office staff handles arrangements with telephone provider)

    2. assembles information for organizing and training members to answer those phones.  (League office staff assists with collection of, and assembly of  collected information)

  6. Approves and oversees unit voter service projects (e.g., candidates and issues meetings, registration drives, etc.)

  7. Organizes television and radio shows on voters service related topics in conjunction with Community Relations Vice President.

  8. Recruits and oversees committee that works on the Voters Guide and the Directory of Public Officials, Cable TV, candidate forums and Election Hotline.

  9. Is responsible for unit program on ballot issues.

  10. Updates Community Relations VP of Voter Service efforts.

  11. Prepares a summary report of activities for annual report.
